The City of Alexandria has implemented a new 50 cent admissions tax on all movie tickets sold in the city. In their report recommending the imposition of this new tax, the City of Alexandria Budget and Fiscal Advisory Committee acknowledges: “…a desire to target the tax to movie theatres” In recommending this tax, the committee explicitly singled out the city’s two major motion picture theatre complexes to achieve the objective of generating $1.1 million to $1.4 million in new annual revenue, concluding that the tax would “not impose a significant adverse fiscal impact on the taxpayer or the consumer.” The committee reached this conclusion in a vacuum, without making any attempt to contact Regal Entertainment Group, the operator of the Potomac Yard Stadium 16 (one of the two establishments targeted by this tax). Had the committee done its due diligence in considering this issue, they would be aware that this tax threatens the ability of The Potomac Yard Stadium 16 to continue bringing movie entertainment to the families of Alexandria. The increase in ticket price will lead Alexandria residents to find alternate forms of entertainment or to find other theatres outside of Alexandria, not subject to an Admissions Tax.
